THE UNIVERSITY COUNCIL OF VINH LONG UNIVERSITY OF TECHNOLOGY EDUCATION
TERM 2020 – 2025
The University Council of Vinh Long University of Technology Education, term 2020-2025, is recognized according to Decision No. 1054/QD-BLDTBXH, dated August 27, 2020 by the Minister of Labor, Invalids and Social Affairs.
In Clause 10, Article 1 of the Law amending and supplementing a number of articles of the Law on Higher Education, the University Council of a public university is a governing organization, exercising the representative rights of the owner and interested parties. The University Council has the responsibilities and powers: (1) Decide on the university’s strategy, development plan, and annual plan; advocate the development of the university into a university or the merger with another university; (2) Promulgate regulations on organization and operation, financial regulations, and grassroots democracy regulations of the university; (3) Decide the direction of admissions, opening disciplines, training, joint training, scientific and technological activities, international cooperation; policies on quality assurance of higher education, cooperation between universities and enterprises and employers; (4) Decide on organizational structure, labor structure, establishment, merger, division, separation, dissolution of units of the university; promulgate a list of job positions, standards and working conditions of each position; regulations on recruitment, use and management of cadres, lecturers, public employees and employees in accordance with the provisions of law; (5) Decide and submit to the competent management agency to issue a decision on recognition, or dismissal of the university’s rector; appoint, or dismiss vice-rectors of the university on the basis of the proposal of the university’s rector; (6) Decide on policies to attract investment capital sources for university development; have policies on tuition fees, student support; approve the financial plan; approve the annual financial statements, the financial settlement reports for the university’s lawful revenue sources; (7) Decide on investment policy and use of assets of great value under the university’s authority in accordance with the university’s regulations on organization and operation; decide on policies on salary, bonus and other benefits of leadership and management titles of the university according to the results, work efficiency and other issues according to the regulations on organization and operation of the university; (8) Supervise the implementation of decisions of the University Council, the observance of the law, the implementation of democratic regulations in the operation of the university and the accountability of the university’s rector; supervise the management and use of the university’s finances and assets; make annual reports before the university’s plenary conference on the results of supervision and operation of the University Council; (9) Comply with the law; take responsibility before law, competent management agencies and related parties for decisions of the University Council; implement the publicity and transparency of information, reporting regime; subject to inspection and examination by competent agencies; perform accountability within the scope of responsibilities and powers of the University Council; subject to the supervision of society, individuals and organizations within the university; (10) Exercise other responsibilities and powers as specified in the university’s regulations on organization and operation.

1. Number of members
The University Council of Vinh Long University of Technology Education, for the 2020-2025 term, is structured with 17 members, including 01 president and 01 secretary of the University Council. Dr. Nguyen Thanh Tung, Deputy Secretary of the University’s Party Committee was recognized by the Minister of Labor, Invalids and Social Affairs to hold the position of president of the University Council; and Mr. Vu Trung Kien, M.A., Deputy Head, Department of Personnel and Administrative Affairs was assigned to hold the position of Secretary of the University Council under Decision No. 1054/QD-BLDTBXH dated August 27, 2020.
2. Membership structure of the University Council
The University Council consists of 10 members inside the University, of which the natural members are 03 (the Secretary of the Party Committee – the Rector; the President of the University’s Trade Union; the representative of the Executive Committee of the Youth Union who is a student) and the elected members are 07 (04 representatives of lecturers, 03 representatives of officials and employees). There are 06 members outside the University, including 01 representative of the Ministry of Labor, Invalids and Social Affairs and 05 representatives of leaders, managers, educators, entrepreneurs, alumni, and employers.
